Running PHP and MYSQL on regular computer?

Sorry guys I am so out of the loop on this but I have heard that it's possible.

I can't get on the internet at work (no wireless connections available) so I'm looking for a way I can download backups (files and database) onto my laptop and be able to edit code, make design modifications, etc and be able to view them.

Anyone know how I could accomplish this? I was pretty sure it was possible, but I don't know how to go about it at all. If someone could point me in the right direction?
