Admin access - can not get there - NO ACP

I just did a Fresh install of the 140 package... Uploaded via cpanel and unpak to keep the correct file 777 666 etc details. The install went prefect... I just can not get into the ACP. The board is asking me to update my profile Flag Security Question Etc.... with the star... I click on the question but it jsut loops and takes to input...
Below is what I see... If I click on Go to Administration Panel
It will again loop back to the below...
Any help? I know it is something stupid on my part...

Sorry, it appears this is your first visit since we added some required fields to the system.
