Avatar Gallery Lost Unique Assignment Ability

I do not know how this happened, but my avatar gallery seems to have lost the ability to track membership assignments for avatars located within the Avatar Gallery. Previously, when an avatar was selected by a member from the Avatar Gallery, this avatar was no longer presented for selection by other members. This is no longer the case. I am not sure of the method by which these selections are tracked. Is there a database field or file indicating selected avatars? Or perhaps an admin setting for allowing multiple selections. Multiple members can now share the same Gallery Avatar, and I do not wish to allow this. The strange thing is that older selections appear to be protected as unique, while a new selection or switching an existing avatar are not.
