MOD in download not working

I have a user mod in all forums, and another in a group with mod privelages in all forums.

Neither can upload files. I set upload permissions in my categories to MOD. How do I make this work?

create a group like uploaders. Add your friend to it. go to acp/downloads/prmissions.
at the very top, choose "Group Permissions"
select your new group
Turn, "upload file" to "on"

go to acp/downloads/permissions
set "upload file" to "private" for the catagory you want him to upload to
