[Fixed]News and User block problems on 1.4.0

Hi there.

i have a strange problem.

My news block and User blocks wont change their titles on the main portal page.
When i make a change in the Block admin the changes are accepted. yet when I refresh the portal page the changes havent taken place.

For instance;
News block title is - TI News (in the block admin)
On the portal page its Integra news

I have the same problem for the User block

I have checked the actual line data in the database and this is correct.

I am using the power metal theme.

On block edit make sure Localise Titlebar is set to No.
