[MOD] Site Warning

Im running 1.3.2 and this mod worked fine for me, basicly puts a message in the page header, looks much the same as the disable board message but can be used without shutting the board down, handy for emergency messages to members.

This hack adds a field to your admin control panel where you can enter a global site warning. The warning will be displayed in the page header and there is visible on every page that your users view.
