On this site, when you mouse over the different forums, each forum highlights giving it a darker blueish colour.

What is that mod and where do I get it <img> .

which template do you want to add it to?
it is a simple .js mouse-over script added to index_box.tpl and topics_list_box.tpl

here are the fisubice files, which should work for many templates with no modification
