REQ - PM only for certain usergroups

I would like to deactivate private messages between members, but let them send messages to a certain group member, like mods, or superusers.
Also, I would like to give full permissions to groups, so it would be great to have a group with full rights to receive and send pm, and normal users, that can receive from anyone, but can just send to admins, or mods, or other groups.
