Problem with blocks not showing.

Hi all, sorry if this has been asked before but i cannot seem to find the fix after searching.

I have installed the IMportal and it loads just great, center news items, right hand blocks all fine. I cannot however get the blocks on the left to show.

I understand these to be 'header'?

I have the following settings in place but they still do not show:

Enable system-wide portal header - Yes
Header width -200

Taking board navigation block for example, position - header
It is active and viewable by all.

Hope someone can point me in the right direction, have look into the template as possibly being the cause but I get the same error in the default subsilver template.

might be a Page Management section issue. What is it set to now?
