Usergroups losing members

What was done before the problem appeared?
Ok, I have three different usergroups for my clan website. Each one can see and do progressively more. However, we also have people in various groups that do things like moderate certain forums. I have given those people those privileges individually. It seems however that they keep on getting removed from the usergroup's that I add them to.
What was done to try to solve the problem?
I have tried to add them over and over again, to make it so their permissions don't contradict each other, and more, but nothing seems to work.

I'M AT WITS END!!! I really need to get this fixed before we really switch to this board. So any help would be greatly appreciated. Do I have to remove them from all usergroups that contradict their permissions? For instance, if they are a member of the PLA Usergroup, and that one says you can't edit something, and yet I set in their individual permissions that they can, since they are a admin of that section, do I have to remove them from that usergroup and set all their permissions manually? That would be a pain.
Also, can people be members of more than one usergroup?
Any help and recommendations in this area would be GREATLY appreciated.
