Setting someone to moderator of a forum locks the account

As the topic stated if i add someone using the permissions panel to Is Moderator it will say their account is locked by me when they try to log in. When i remove the is moderator and change it back to Not Moderator their account works fine. What am i doing wrong?

I'm assuming you actually are running 1.41 and not a plain phpbb...

When you add the mod, are you adding 1 to the number of mods in your

Amount of allowed mods (It's the 3rd one down.)
