Uploads still not taking in Download section

De.scription and Message

Still unable to get uploads to work. When I upload a file, I get message that file uploaded complete or similiar. But when I check under downloads, nothing is there. I checked download configuration, And the 1st line mentions a database. Do I have to create a database other than the forum files area?

Also under Tools/phpinfo I noticed upload_temp_dir has no value. I would assume it should have a value and if so how do I change it?
