this is usually due to your isp turning off the mail function in php.config. It can also be caused by incorrect nameserver setup. try running your url through this site to check your nameservers.

if it checks out ok, then ask your isp if they have turned off php mail. If so, ask them what your smtp url, username, and password are.
Then go to your site/acp/general admin/Configuration/

near the bottom, select

Use SMTP Server for email = yes

enter your info here

I got the same error. Interestingly, the pm seem to be sent although the error is displayed...
