Tried changing the allowed html tags in KB config

I'm not a html master, very basic knowledge. What tags are here? Is it all/only frameset? Or do I need to add- <frameset>, <frame>, </frameset> to get this code to display?

Even putting this code in a block results in it being blank. now I'm trying to allow the html tags from the KB article but it comes up blank. it actually removes some of the code:

Any suggestions or help on this?

If i can make/put the code in a block, forum post anything that I can link to. KB article prefered though as i have it edited so that it displays well.
