I changed the Extra Menu to Useful Tools through Qbar, but it doesn't change.

I Deleted Cache Files in IM portal - didn't think it was that but couldn't hurt to try.

Is there something else I need to do to change this?

Tried all last night and tonight, and as soon as I posted here and hit submit, I was inspired.

Figured it out immediately.

Actually I did what Halter said. Had same problem in the past and forgot what I was told to do.

Set to NO in the Extra Menu block.
