Announcement block [ Read Full ] link not working

Upgraded to 141 from 140
What was done to try to solve the problem?

When I click on the [ Read Full ] link on my announcement block in the portal, it doesn't take me to the announcement, i get sent to the top of the portal.
the add comment and read comments links work, however.
You can see the announcement block at the bottom of my front page to take it on a test drive <img>
