How do I change the width and height of a block in BBcode

Well... you can't lol

A block is just simple html that will expand to fit your needs. However the width element is superiorly controlled via the portal configuration. To change the width of blocks you would have to access your IM Portal configuration in ACP, the height of a block will expand to fit whatever you put inside it.
