Footer bloks go to top of page on Public/base info and photo

For some reason only on Public/Base Info and Public/Photo my right columns go to the very top of the page instead of stopping at the header. It is only on those 2 pages, I have not noticed any others and have checked all of the others in the Public section. BTW I am using firefox. Also I am having trouble with the donation block links not going anywhere. The link that is there I manually added to test it out. Maybe I have done something wrong I'm not sure. Any help is appreciated.

Same issue along with another one. I have noticed that unless I turn on forum wide footer. The blocks on the right hand side wont even show.

Maybe these two go hand in hand. I have searched many topics and most dingle around the fix. I need the ability to have the right blocks post on the right and use up the space. Along with the blocks not shifting to the top.

Any suggestions.
