What was done before the problem appeared?
What was done to try to solve the problem?

A tip for people, do not play around with the acp/ctracker/IP&Agent Blocker/ and add a blank user agent, as this resulted in a total ban for every body, members and guest.
Solution.
1.PHP my admin
2.phpbb_ctracker_ipblocker
3. find and delete the blank entry in the db.
