KB category select not showing

Ok so while I was trying to move the Type select box from the bottom to the top of the KB posting page (kb_post_body.tpl) I noticed another option below it called {L_ARTICLE_CATEGORY}. I have looked through the config and can't see an option to enable it, and it is also not shown here on this site.
My question is, is there a way to enable it so users can select which category to post the article in from within that page instead of having to go through like 5 sub categories to finally click Submit Article.
