[Solved] Cannot change settings in phpBB Security

What was done before the problem appeared?
No idea, sry, been going on for a long time. Think It happened when I moved to another server.
What was done to try to solve the problem?
I have tried resetting all required chmod's - Other than that no idea what to do or try...

In the special security section of the ACP I cannot change the number of admins or moderators. The boxes are blank and next to them, "You currently have 4 real users set to 'Admin' status in the users table. It appears you have more admins in the users table than allowed!", same with moderators. When I put in a number and submit, I do not get any errors, but ACP still displays same info. If I missed an answer to this in a previous post I appologize, I searched the forums for over an hour and did not find any topics matching this issue.. Thanks for your help!
