Is there a software program or something thats helps design these sites. I was checking out some the sites posted, those can't done just through HTML .scripting, can they?

yes, most have been done through editing either fisubice, integra2, or one of the already ported themes. If you want to design your own theme and make your own copyright info in the footer, it is best to start with integra2. It is not difficult to modify and it was made for that purpose.
you would still need to retain the IntegraMOD and phpbb copyright notices though
