error on install

What was done before the problem appeared?
installing fresh
What was done to try to solve the problem?
deleted database and built new. have tried 3 times now
De.scription and Message
downloaded the zip, unpacked and FTP'd up to my server. setup the database and startd the insall. got to the "delete install" page deleted the install and prill and then i get this
phpBB : Critical Error
Could not open Integra2 template config file
DEBUG MODE

File : functions.php
tried three times now. any help would be great.
