Found the Increase Login attempts under Admin/Securty/Configuration. Still havent' figured out how to unlock.

I found it. It's in the user admin/userlist. You can't unlock them but you can reset their improper logins to 0.

I routinely unlock user accounts.

ACP
User Admin
User list
Find the user in question, Manage
The bottom section of the manage screen is Special admin-only fields.
The first one is Locked Status.

If the account is locked, checking the box will unlock the account. If the account is unlocked, checking the box will lock the account.
