I was noticing that if I create a post and set it to Announcement or Global Announcement, it doesn't appear on the portal page. Should it not? I see the announcement block (title and box), but nothing inside.
Should I have to change any setting for this to work?

Announcement or Global Announcement are just where it sits in the forum.
To set it as news you need to add it to the news.

I was trying to get Announcements to appear on the portal page. I had to edit the Configuration page and enter a forum id #. It says to enter 0 to use all of the forum announcements, but it doesn't work. A glitch that will need fixing.
