Can anyone help.

I have The Standard settings for PM quota which are low, medium and high, THought I don't know the values. How can I adjust how many PM's low , medium and high can send?

I want to allow paying members of a group to have a high amount of PM's and non paying members to have say 2 PM's a day.

Also , Is it possible to allow a user to read PM's but not to send any?

I might be wrong, but I think you have no way to set a limit for those LOW MEDIUM HIGH levels. I am not sure what those are doing in the ACP, by the way. My understanding is that limits are the same for all members, but I will trz to have a more careful look.
