How to switch from public to registered easily?

Is there a way to switch your site from completely public to completely VIP only members and back to public easily.

public during quite times
VIP only during high volume times

I understand setting up a VIP usergroup.

I looked in the forum admin area and look like I would have to set each forum individaully.
It won't allow setting the root category to change everything.

The only thing I can think of, is set the entire site as 1 forum and place all the other forums inside that one.
This way I could switch the root forum only to turn on/off the entire site. Is this correct?

Is there some other way?
