And how do i remove the "State flag" from the same page ?

In the ACP/Forum Admin/Rules

And how do i remove the "State flag" from the same page ?

In the ACP/P.C.P./PCP Wizard/Alter Form Display
select the Add/Remove Page Fields button
and move the field you want to remove (user_state) from right to left
