upgraded user=7 to administrator in ACP > User Admin > User List > Permissions

Upgrading a user to Administrator leaves them with the chilling message:
It appears you have been banned from this website. If this is a mistake or you are not sure why you are banned, please contact the board administrator.
Board Administrator: admin [at] website.com
You have been blocked because you have permission to be staff, but the admins did not grant you permission in the security panel.
when they try and log in.
Once again I'm at the mercy of the coders. As always any ideas, suggestions, solutions greatly appreciated.
UPDATE: probably the quickest solution in phpbb history! yes, u hav to tell security how many admins there are b4 upgrading anyone... got there in the end <img>
