I tried using a bbcode marquee in a block, but it won't allow the code.

Is there a way to enable the use of it?

you should be able to use it in an html block as standard html code, but you should be aware that marquee has limited browser support. You should try one of the js .scripts from [url=http]dynamicdrive[/url].
be sure to check supported browsers before going through the install process

LOL - not looking to get into anything to complicated.

I can get it to work in html, but it scrolls too fast and setting an attribute to slow the speed, disappears on submitting and again too fast.

It won't allow marquee in bbcode for blocks.
