Weighting method and rating options explanation

Can someone explain the Weighting method..., Ratings options, and Bias system portions of the Ratings ACP to someone who has never set up a ratings system on their board before?
If I'm understanding the weighting portion of it correctly, you'd really want to add more Ratings Option, right?
Also, my Representation of user ranks fields are completely empty. I'm guessing that, after adding some, they're calculated using the ratings from the posts that the specific user has posted?
Again, I've never dealt with this and am just curious how it works.
