Currently My board is set to admin registration approval. All forums are viewable by registered users only.

But when I Look at my FTR User log I see "anonymous" has read the FTR.

Is there a simple explanation for this?

I do not think so, The Force To read is set for all new registrants.

Yep, but if not logged in you are a guest or "anonymous" and should see exactly what they see.
You should also show as "anonymous" in the log if your asked to read it unlogged in. So I think if someone never finished registering they too could show as "anonymous".
