when I try to register them thru the admin control panel I get this message.

your user may be trying to register from a proxy ip or from a blocked ip. try turning off the acp/CTracker/settings registration protection features

as for your other problem... what mods have you installed on your site?

I know most won't do it, but requesting everyone to put their url to all their sites in their sigs, would make them available all the time. Makes it kind of handy.
