Default "View" setting for Personal Galleries rese

What was done before the problem appeared?
Nothing. Have noticed since fresh install.
What was done to try to solve the problem?

On my site, Personal Galleries can be viewed by registered users by default.
First, set up a personal gallery and set the view level to "Private."
Then go to ACP -> Photo Album -> Configuration -> Personal Galleries. You don't have to change anything, simply hit Submit.
The Reg setting from the ACP trumps users' personal settings for folders already created and switches everything from Private to Reg. I think it should ignore settings for folders already created.
I'm not sure where it's located, or if my guess is correct, but it seems like that setting is running a query changing the values in the database as opposed to changing the default value in the database.
Obviously, this is hard for most of us to catch because we're the admins and can see everything. I should also add that changing and submitting values under any of the others tabs in Album Configuration doesn't do this, so not submitting from the Personal Galleries tab should bypass the problem for the time being.
