BOARD_ANNOUNCES tpl

Hello, I am making a custom theme but on my index page the border I have created around the Global Announcements is showing. I edited the index_body, but I think I need to make these edits to the {BOARD_ANNOUNCES} tpl.
Anyway, my question is what is the tpl name of the {BOARD_ANNOUNCES}?

there is no board announces.tpl. The file you will want to edit is index_box.tpl

Yes I have already edited the index_box.tpl
but the border will not show around {BOARD_ANNOUNCES}
