I have been able to set the General Configuration and the Rules, but I can't add or change new forums or anything to do with the Nav. bar.
As well as that, how can I set the CTracker configurations to low?

yes, it is all linked. Ctracker basicly makes you do the extra steps that a hacker cannot do in order to keep your board safe. Sometimes it is quite a pain, but nothing like spending dozens to hundreds of hours on your site only to have some grade school educated punk deface your site with some script he downloaded of the internet
