Serverload question

Is this used?
Was looking for a mod that used serverload, and when the serverload hit a certain number, the server would automatically kick into offline or VIP mode. When load drops, it would reset back to normal.
This would be nice, for servers where hosts complain about load. You could at least mange or throttle your load.
I looked around, but haven't found a mod yet.
I know vBulletin uses some sort of feature like this.
