I will try to help you with this. I am assuming that you want each forum listed and not as a subforum of the Parent category. When you create a forum you have to tell the program where you want it placed. Example:

You create a Category Named "One", then you decide that you want to place a forum within that category called let's say "Two".

You go down to where it says Attach to,click on the drop down menu and click on your now created Category "One"

As this is the first forum created within your Category you will not see another forum to position it after. Click submit.

If you create a forum called "Three", click on your drop down in attached to, click on "One", go down to position after click drop down, click on "Two" then click submit.

Hope I have not confused you further....... <img>

maybe im missing something, but the two pics appear to be set up the same. Pic #2 just has more subforums.
If you are changing things in the acp that are not appearing on the forum, check your chmods for your forum root/includes/def_*.php files.
They must be 666, or writeable so they can sync with your database.
