Mod permission / mass DB edit or

I don't want to have to give everyone admin permission just to be able to see someone email address or PM button in their profile info. Even if both are turned off. [Mods should have full user info access by default to contact them]
Now if not, is there a mass edit script I could run to turn on PMs and force show your email, enable BB, sig, smiley [all the stuff under private & posting in profile settings?
[I played with confi + but it doesn't retroactivlly edit everyone to on, just disables their choice.]
Im just sick of having to go dig up the persons info for them, when mods should have access to see anyones email if they like it or not.
